Protoceratops were the most common dinosaur in the area and may have just 
been unlucky in being trapped in the sandstorms which covered this 
nesting colony.

Or...it is possible that Protoceratops and Oviraptors co-existed 
together, being that neither were a direct predator of the other.  Just 
think about the diverse live co-existing today in savanahas and some bird 
rookeries.
