phylogeny question (esoteric...sorry)

In defining an outgroup for a cladistic analysis, does anyone
know of any rules or caveats in picking such a group?

As an example, would the Canidae make a good outgroup if
one were studying, say, an ursid?

p.s. yes, I know they're not dinosaurs.
