 In practice, anyone who speaks English can make clicking sounds and related 
sounds.  (I don't presume to speak for speakers of other languages)

 

a sample of a small range that Anglophones use:

"tsk-tsk"

"attack"

"tick tick tick" (or just making the clock noises)

Then we should avoid English - that's a weird language full of glottal stops 
and plosives.  ;P
