 heavily-taloned hind limbs that curl over the shoulder so their toothy blind 
faces can grab their prey and -
wait, that's a flightless bat; my bad.
 
 
seriously, flightless birds exist in a spectrum - some have fully-formed wings, 
and others have no wing bones at all (kiwi?)...pterosaurs may exist similarly, 
if at all.
