I'm not sure this sort of laser-scanning apparatus can really be called 'LiDAR' 
in the traditional 
sense. 'True' LiDAR measures not only the distance to the object (the 'Ranging' 
part of the 
acronym), but also 'detects' (the D in the acronym) the difference in spectral 
signature between 
the outward-bound laser pulse and the reflected pulse. I doubt there's much of 
the latter employed 
in 3D laser scanning of objects.
