I find this unlikely since the copyright law specifically forbids
application of the law to formats of documents.  I think it is more
likely the gov't owns some trademarks that cannot be applied without
gov't printing office permission, and these will not be a problem
with electronic distribution.  Many bills and other gov't documents
are available on the web already, I'm sure there is no problem with
making these available.
